Attorney Shoner specializes in obtaining Hungarian citizenship and a Hungarian passport, including retrieving necessary documents for those of Hungarian descent and their descendants. She was born in Hungary and is a graduate of the Academic College of Law (L.L.B.) and the Human Rights Internship division of the same college. She also holds a B.A. in International Relations and Art History from the Hebrew University of Jerusalem, which she completed in 1994.

She completed her internship at the Kfar Saba Magistrate's Court and the Netanya Magistrate's Court, gaining expertise under Honorable Judge Ruth Lorch, who is currently a judge at the Petah Tikva District Court.

During the last two years of her studies, she participated in the "Family Law Clinic" project at the Family Court in Ramat Gan on behalf of the Academic College of Law, providing legal assistance to those with limited means.
