Attorney Anat Levi is a graduate of the Faculty of Law at the Hebrew University of Jerusalem and has been licensed to practice law since 1992. Additionally, Attorney Levi holds a Master's degree in Commercial Law from the joint Master's program of Tel Aviv University and the University of California, Berkeley (2007).

Furthermore, Attorney Levi lectures at the Sapir College School of Law, teaching a course on Complex Real Estate Transactions, and speaks at professional conferences and legal training sessions.

 

Attorney Levi has extensive experience in supporting planning and zoning change procedures for real estate, large-scale transactions, and combination transactions. She represents contractors and landowners, including tax planning, and provides representation before judicial authorities in all real estate fields. This includes representation before various planning bodies and courts on issues concerning planning and construction law.

For 12 years, Attorney Levi was a partner at the Hirsch Levi & Co. law firm (formerly Hirsch, Levi, Nordman - Attorneys) and managed the real estate and planning and construction department at this firm. In 2008, Attorney Levi opened a boutique law office focusing solely on her areas of expertise, providing legal services in her field.

The firm provides all necessary legal services for its clients in real estate law, including various contractual engagements such as sale agreements (ranging from apartment sales and purchases to complex commercial property transactions, land for construction projects, etc.), ordering construction services, combination transactions, purchasing groups, urban renewal, agreements under National Outline Plan 38, transactions in the agricultural sector, representation before the Israel Land Authority, commercial and private lease agreements, and more.

 

The firm has special expertise in planning and construction, including filing petitions to the High Court of Justice and administrative courts on planning and construction issues. This includes national infrastructure projects, regional and local master plans, issues related to expropriations, compensation claims under Section 197, betterment levies, as well as building licensing issues and criminal proceedings related to licensing procedures.

 

Additionally, the firm represents clients before various planning bodies, both in submitting objections and appeals regarding plans at different levels and in objections to building permit applications and licensing procedures.

 

Among other things, the firm supports the Hof Hefer Regional Council in efforts to change the planning related to Highway 2, as well as private entities and landowners, in submitting objections to plans and appeals against decisions made on these matters before planning and construction appeal committees.

Another area the firm is involved in is urban renewal transactions. Attorney Levi handled the evacuation of the area known as Givat Amal A in Tel Aviv and all related agreements, including evacuation agreements, filing eviction lawsuits, initiating the plan for changing land use, and more. Additionally, she was involved in engagements related to other urban renewal agreements.

The firm accompanies the transactions it handles, including their tax aspects, and handles the submission of objections and appeals against tax liabilities arising from these engagements.

Attorney Levi also deals with transactions related to real estate belonging to the agricultural sector and various legal issues related to the unique legal structure of rights in this sector.

Attorney Levi represents the Ramat Gan Municipality in various matters within her field, including principal issues in the area of municipal taxes (see: Administrative Appeal 104\03 Aviva Kaplan et al. v. Ramat Gan Municipality) in the area of public authority taxation (see: Civil Appeal 8817\04 Ramat Gan Municipality v. Land Tax Authority) in various planning and construction fields, including claims under Section 197 of the Planning and Construction Law, claims concerning principal issues in betterment levies, as well as claims in the area of fees and development levies and claims related to property disputes concerning municipal assets.

In addition to the Ramat Gan Municipality, the firm's clients include Bezeq, to which Attorney Levi provides diverse legal services in real estate and planning and construction, with special expertise in licensing broadcasting facilities under the provisions of National Outline Plan 36. Other clients include companies such as the Rad Bynet Group, Allied Group, Hazera Group, Sela Capital Real Estate, which is a REIT fund, and other entities holding real estate assets requiring diverse services in relation to them, contractors, developers, and private clients.

Attorney Anat Levi is a trained mediator, having completed a mediation course by the Israel Bar Association, and she advocates for the use of this tool as an efficient means for dispute resolution.

 

Additionally, Attorney Levi serves as an arbitrator for the Bar Association's Arbitration Institute, adjudicating disputes in her field of expertise.

Attorney Levi managed the establishment and initiation project of the Faculty of Law at Sapir College in Sderot. In this project, Attorney Levi was appointed by the college president, Prof. Ze'ev Tzahor, and by Prof. Omri Yadlin, who was the deputy dean of the Faculty of Law in Tel Aviv and served as the first dean of the School of Law at Sapir College, to handle all matters required for the establishment of the faculty. This included formulating a vision, developing a dedicated and special curriculum focusing on real estate, planning and construction, and environmental quality, assembling an academic staff, and more. As mentioned, Attorney Levi currently lectures at the Sapir College School of Law in the course "Complex Real Estate Transactions."
