Born in 1968, he completed his academic studies in Economics and Accounting at the University of Haifa in 1991.

 

In 1991, he began working at the Income Tax Authority after successfully completing the tax inspectors' course, which primarily focuses on taxation. There, he learned the perspective of the Income Tax Authority and the thought process of the Income Tax Department, specializing in accounting.

 

He served as a senior income tax inspector in the field of civil assessments at the tax assessment offices in Acre and Nahariya for seven years. During his tenure, he was involved in audit assessments and financial report analysis, addressing various issues in individual and corporate taxation.

 

In this role, he participated in numerous discussions with accountants and tax advisors representing the public on all issues in the field of civil taxation, including calculations, residency, options, farmers, factories, independent contractors, companies, and more.

 

While working at the Income Tax Authority, he successfully completed his legal studies at the Netanya Academic College and obtained a license to practice law.

 

In 1998, he joined as a senior investigator at the Haifa and Northern Investigations Assessment Office, which handles all criminal cases north of Tel Aviv up to the northern border. This office is the criminal arm of the Tax Authority, where he served as a senior tax inspector and investigator.

 

In his role, he was involved in all stages of arrest and search during both covert and overt investigations conducted in criminal tax offenses.

 

In his work in the investigations department, he dealt with criminal tax cases related to a wide area, providing services to the tax assessment offices in the districts of Netanya, Hadera, Haifa, Nazareth, Tiberias, and Safed, in addition to his knowledge in the civil aspect.

 

Alongside his work at the Income Tax Authority, Attorney Eliyahu Sarur served as a coordinator and lecturer in taxation courses for tax advice and accounting at various colleges and within the Income Tax Department, in evening studies for adults.

 

From his practical work as a lecturer, tax inspector, and tax investigator, Attorney Sarur has accumulated extensive experience and knowledge in taxation, both in the civil and criminal aspects, in the fields of investigation and arrest, and managing the main civil and criminal cases.

  

His experience and legal and accounting education greatly contribute to work requiring the combination of legal and accounting knowledge in analyzing financial and accounting reports, analyzing tax issues, accounting audits, criminal investigations, arrest, search, and tax-related audits, and managing cases. Attorney Eliyahu Sarur has extensive experience in the voluntary disclosure process — a process aimed at regulating tax offenses committed by taxpayers in income tax or VAT and creating a significant advantage to prevent the criminal process with all its severe implications.
