In his role, he led a unit of 15 prosecutors, appeared in courts countless times, and was responsible for making decisions regarding the filing of indictments, closing investigation files, plea agreements, criminal hearings, and the formulation and implementation of criminal prosecution policy in Haifa.
He completed 33 years of service during which he held positions in the investigations and intelligence division of the Israeli Police. From 1999 until his retirement, he served as a prosecutor and senior prosecutor in the criminal prosecution, culminating in his role commanding the prosecution in Haifa. He appeared in thousands of hearings and in hundreds of criminal cases across all offenses under the prosecution's authority in the Magistrate and District Courts.
Attorney Ilia served as an advisor to special investigation teams in the Northern District and implemented the Anti-Money Laundering Law in the Israeli Police for the first time. He participated in police-prosecution work teams in murder, serious crime, and security offenses cases, accompanying and formulating the filing of indictments.
He holds degrees in Political Science and History of the Jewish People from the University of Haifa and a degree in Law. He is a member of the Israeli Bar Association. He has served as a lecturer and advisor in the field of criminal investigation, bringing suspects to justice, and criminal procedure.
Before his roles in the criminal prosecution, he spent 11 years as head of special investigation teams (SIT) in murder, serious crimes, and offenses against state security. He has extensive training in criminal investigation skills and technical means.
He served as an evaluation officer in the Haifa District and acting head of the evaluation department in the intelligence branch, responsible for special assignments on behalf of the intelligence division of the Israeli Police. He held deputy and head of investigation unit roles in the Haifa District and served in both overt and covert roles in the Tel Aviv Central Unit.
Additionally, he is involved in military law and soldiers' rights, as well as constitutional and administrative law, representing the entire intelligence community and state employees.
