Avigail Behat Law Office

Attorney-at-law Avigail Behat is a graduate of the Faculty of Law in Jerusalem, class of 1971.
She has been a member of the Bar Association since 1972 and an independent attorney since 1979.

The office employs two associate lawyers, a trainee lawyer, and a secretarial staff.

Attorney Behat served as the legal advisor for the cooperative association that established the settlement of Shimshit within the Jezreel Valley Regional Council. The settlement is now fully populated with approximately 550 families.

The office was involved in every stage of the settlement's establishment, from registering the association to advising during the settlement's construction. This role required interaction with all state authorities, the Israel Land Administration, the Jewish Agency, planning authorities at all levels, the Income Tax Commission, the Registrar of Cooperative Societies, the Jezreel Valley Regional Council, etc., as well as contractors, suppliers, and residents.

The office prepared the entire contract system for the association, including relations between the association and residents, the association and employees, and the association and suppliers and contractors. It participated in preparing various tenders related to the settlement's construction and provided ongoing advice to the association and its institutions on all matters, as well as to the residents regarding the construction of their homes and their membership in the association.

The work of establishing the settlement involved applying knowledge and experience in real estate, planning and construction, taxation, labor law, tenders, contracts, and public administration.

The office represents one of the health funds in both property matters and medical malpractice.

In the property field, the office handles the sale of the fund's properties, eviction claims against protected tenants, and claims related to breaches of sale agreements.

In the field of medical malpractice, the office represents the fund in claims filed against it or its doctors and hospitals for medical negligence. The representation is on behalf of both the fund and its insurer.

Additionally, the office represents doctors and other medical institutions in claims for medical malpractice filed against them.

The office represents several banks in claims against customers and claims against the bank.

Attorney Behat serves as the legal advisor to a state-owned company. The office provides the company with services in both legal advice to the board of directors and management and handling various claims, including collection from tenants, eviction claims, and representation in the company's transactions.

In the framework of legal advice to the company, the lawyers must apply knowledge and experience in real estate, planning and construction, labor law, contract law, public law, tenders, taxation, collection, etc. The work requires continuous contact with state institutions, the Israel Land Administration, planning authorities, land taxation authorities, various government ministries, etc.

Attorney Behat serves as an arbitrator in disputes between cooperative societies and their members, appointed by the Registrar of Cooperative Societies, and also serves as an arbitrator in various cases within the office's practice areas.

Attorney Behat serves as a special manager/trustee in bankruptcy cases in problematic bankruptcy and asset liquidation cases, appointed by the district courts in Haifa and Nazareth.

The office handles a large number of private companies and private clients in planning and construction matters, appearances before local committees, appeal committees, and administrative petitions in planning and construction matters, as well as in commercial transactions, insurance claims, monetary and contractual claims, and personal injury claims.
